My suggestion is to stay central around the village of Tolmin with markets, shops and restaurants close by. Staying central can also save your trip to have the smaller rivers close by for when the bigger rivers are flooded by rainy weather. In the range between the village of Kobarid, Tolmin, Most na Soci and Dolenja Trebusa would be best. The roads here are wider and fairly straight forward. Within an hour you can drive more easily to all rivers. Either way, you will drive by good waters to get to good waters.
